Moldova Agricultural Competitiveness Project (MACP)
Assignment Title: For awareness raising and promotion services

The Government of the Republic of Moldova and namely the Ministry of Agriculture, Regional Development and Environment, together with the World Bank started at the end of 2012 the implementation of “Moldova Agriculture Competitiveness Project” (MAC-P).
A broad public awareness and promotion campaign will be designed and implemented, in order to positively highlight the project achievements, good practices and lessons learned. This will include media outreach and public awareness activities (media trips, event coverage, billboards and other advertisements, etc.), supported by the development of communication products that showcase the results of the project (story gathering, video, print materials, design and publication of success stories etc.).
The Consolidated Agricultural Projects’ Management Unit on behalf of Ministry of Agriculture, Regional Development and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications are:
- At least 3 years of proven experience in the design and implementation of public outreach and awareness raising campaigns;
- The ability to provide creative, original work;
- Good knowledge in communication approaches and media tools;
- Technical competence in the design of campaign visibility and materials.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection Based on Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
