Liviu Gumovschi - CAPMU Executive Director and Manager of Rural Investments and Services Project
 
He is in charge of the implementation of the Rural Investments and Services Project (RISP) of the Government of Moldova and the World Bank. The main scope of the project is to foster post-privatization growth of the rural entrepreneurship by improving the access of new private farmers and rural businesses to legal ownership status, knowledge, know-how, and finance.
He graduated Economic department of the State Agricultural University of Moldova, holds the Master of Business Administration’s degree of the Newport University, California USA.
He was extensively trained and participated in exchange programs in Switzerland, Austria, Holland, UK, USA, Slovenia, Poland, Czech Republic, Romania and Ukraine.
During his career he worked as public servant within the Ministry of Foreign Economic Relations and Ministry of Economy, as a consultant of the Agency for Enterprises Restructuring and Assistance (ARIA), and consulting company Deloitte&Touche Romania. From 2002 he works for Consolidated Agricultural Projects Management Unit, financed by the World Bank (CAPMU).
He has experience in public administration, corporate management, restructuring of enterprises, financial analysis of enterprises, elaboration of business plans, creation and administration of small and medium enterprises.
 
 
Victoria Sargu– Translator/Assistant
 

She is in charge of translating documentation of the CAPMU and also verbal translations. She is also responsible for office management. 

She graduated from the State University of Moldova, Faculty of Foreign Languages, Department of Translation (English, Swedish). She started her professional activity as assistant/translator at Moldavian Airlines. Since 2002 she also worked as a freelance translator/interpreter for various international organizations.

Since March 2008 she works for the Consolidated Agricultural Projects’ Management Unit financed by the World Bank.


 

FINANCE AND PROCUREMENT MANAGEMENT UNIT
 
Svetlana Platon - Chief accountant 
She is in charge of financial management of CAPMU, including budgeting, records maintaining, financial reporting for all the projects administrated by CAPMU.
She graduated Academy of Economic Studies of Moldova, Accounting Faculty, speciality Accounting and auditing, and did PhD at Academy of Economic Studies of Moldova. She participated in various training and exchange programs in Swedden, Lithuania, Poland, Romania.
She started her career as a lecturer at Academy of Economic Studies, department of Accounting and Auditing. Starting from July 2006 activates in Consolidated Agricultural World bank financed Projects Management Unit (CAPMU). She has an experience in financial management in private sector, in WB financed projects.

 
Ecaterina Zgardan  - Disbursement officer
She is in charge of implementation and maintenance of the accounting system of the Agricultural Pollution Control Project.
She graduated from the Technical University of Moldova, Economics Department.
She started her career as a chief of the Finance Department at the Production Association „Dorstroimateriali” (1975 - 1983). Starting with 1984 she worked as a Chief Accountant in the following institutions: Institute for Projecting „Selienergoproiect” (1984 - 1992), Market Problems Study Center within the Academy of Science of Republic of Moldova (1992 - 1999), Brokerage Company „CNC Activ” (1999 – 2001). From 2001 she works for Consolidated Agricultural Projects Management Unit, financed by the World Bank (CAPMU).

 
Veacheslav Shokin - Procurement oficer CAPMU
He is in charge of all procurement activity under all projects implemented by CAPMU.
He graduated management department of the Academy of Economic Studies of Moldova.
He was extensively trained in the World Bank procurement procedures (1998 – Chisinau, 2002 – Tourin, Italy, 2002 – Chisinau, 2003 – Kyiv, Ukraine)
During his career he worked as procurement officer for the First Agricultural project and joined Consolidated Agricultural Projects' Management Unit by its creation. During 2002 - 2003 he works for several World Bank financed projects as a part-time procurement consultant.

Rural Investment and Services Project TEAM
 
Corneliu Eftodi - Coordinator of Rural Business Development Component
He is in charge of coordinating, supervising and monitoring the implementation of the Rural Business Development Component within the Rural Investment and Services Project (RISP). The aim of the component in the second phase of the project is to create ay least 300 sustainable and viable rural businesses with 900 new jobs created.
Corneliu has graduated the Moldavian Academy of Economic Studies, International Economic Relation Department and holds a Master Degree in Business Administration.
He participated in many training courses such as “Training of trainers and consultants in extension”, “Extension Methodologies” and “Agricultural marketing” run by EU specialists from Great Britain. He has also successfully completed several M&E courses delivered by the World Bank Institute, such as “Developing a Monitoring and evaluation Plan“, and “Performance Outcome Indicators for Public Sector Management” and participated in exchange programs in Poland regarding the rural development initiatives and in Czech Republic to study the experience of the Ministry of Agriculture and its subordinated bodies in the pre-accession and post-accession to the European Union.
He started his career as marketing specialist at the National Agency for Rural Development, and then he worked as development agent at the Business Advisory Center. Starting from 2003 Corneliu is working for the Consolidated Agricultural Projects Management Unit, financed by the World Bank (CAPMU).

 
Diana Rotaru – Database management and Monitoring and Evaluation Consultant
 
Diana is managing the information flow on Rural Business Development, auditing the data-sources and reporting systems used by the NGOs staff; strengthening the use of performance indicators and ensuring the timely preparation of accurate, regular statistical reports that meet the requirements of Donors. Diana has been involved with Landell Mills Ltd, UK in the previous phase of the RISP project and has supported the creation of the Monitoring and Evaluation system.
 
Previous working experience includes new projects’ design within the NGO “Centrul de Resurse”, development of the database and the M&E system for the large Governmental Program “Investing in Managerial Skills” implemented by the Center for Productivity and Competitiveness (ARIA). The involvement in the international donor development assistance (Tacis, WorldBank) has contributed to a good knowledge of Moldovan business environment.
 
Diana has graduated the Finance Department of the Academy of Economic Studies and has the Master degree in Computer Science (Iasi, Romania). Additional trainings include training in project log frame (European Comission), monitoring and evaluation, operational and financial management (World Bank, Private Sector Development I,II).

 
Sergiu Tapisca - Coordinator of Strengthening of Savings and Credit Associations Industry
He is in charge of coordinating the implementation of the Strengthening of Savings and Credit Associations Industry within the Rural Investments and Services Project II (RISP II). The objective of this sub-component is to improve the legal, regulatory and supervisory framework of the Savings and Credit Associations industry, and provide capacity building to the related institutions, primary the supervisory authority, to ensure their long-term sustainability.
He graduated the Academy of Economic Studies of Moldova, Faculty of International Economic Relations and started his career as financial consultant at the Agency for Enterprises Restructuring and Assistance (ARIA). Then worked as accountant at the CB Moldova Agroindbank and as consultant at the Austrian-German Center ProComert. From September 2003 he works for the Consolidated Agricultural Projects Management Unit, financed by the World Bank (CAPMU).
He has experience in financial management, financial analysis of banking institutions and enterprises, development of business plans, creation and administration of small and medium enterprises. He participated in several trainings, workshops and experience exchange programs in Denmark, Germany, Poland, and Romania.

Renewable Energy from Agricultural Wastes
 
Cornel Bordeianu –Project Manager
He is in charge of the implementation of the Renewable Energy from Agricultural Wastes Project (REAW) of the Government of Moldova and the World Bank. The main scope and objective of the project is to overcome the barriers to the update of biomass technology by providing examples of best practice (demonstration plants) in the use of biomass fuelled energy systems as a viable alternative to fossil fuels and as a sustainable means of addressing the energy supply problems facing rural communities and agro-enterprises.
He graduated the Faculty of Economic Sciences, Economy, Tourism and Services speciality of the University of Constanta, Romania.
He started his career as Economist within the Direction of External Financing and Administration of State External Debt in the Ministry of Finance of Republic of Moldova.
During his career he worked as a development officer in the Rural Investment and Services Project, Biodiversity Conservation in the Lower Dniester Delta Ecosystem Projects and joined the Consolidated Agricultural Projects' Management Unit in February 2007.
He has experience in financial analysis of enterprises, elaboration of business plans, creation and administration of micro and small enterprises.

Agricultural Pollution Control Project
 
Alexandru Jolondcovsch i- Project Manager
He is the manager of the Agricultural Pollution Control Project and has the overall responsibility for the implementation of the project. In addition, he is the President of the Union of Associations of Nut Cultures’ Producers.  
 
Within 1998-2001 he acted as the Prime-vice Minister of Ecology.
 
He was born in July 1949 in Badragii Vechi village, Edinet county. In 1968 he graduated from the Pedagogical school of Lipcani. He holds a Doctor of philosophy degree, being specialized in ecosophy and is author of 5 monographs and 60 scientific articles. He has also been awarded the degreeof AssociateProfessor.  

 
Silvia Pana-Carp -Environmental specialist/ assistant/translator
 
She is assisting the PIU in all matters that crop up during the day especially related to preparation of the progress reports, coordination of international visits with appropriate logistical support being ensured, translation of all documents required by the Government and World Bank, arranging of workshops, seminars and meetings for exchanges of views on project activities etc. Lately, she has been reporting on the project outcomes at the International Conferences organized annually by the WB in Danube and Black Sea riparian countries.
 
In the past she worked for the Ministry of Ecology and Natural Resources in both Natural Resources Division and International Relations and Technical Assistance Department and as the national focal point for the Danube River Protection Convention.     
 
In 1999 she graduated from Tiraspol State University, biology and chemistry faculty, water pollution issues being her main field of expertise. In addition, in 2000 she got Master’s Degree in English Philology.   

 
Sergiu Magdil – Monitoring and Evaluation Consultant

AVIAN INFLUENZA CONTROL AND HUMAN PANDEMIC PREPAREDNESS AND RESPONSE PROJECT
 
Eugen Voinitchi – Animal Health Component Coordinator, Veterinary Doctor
 
He is in charge of implementation of the Animal Health Component of the Avian Influenza Control and Human Pandemic Preparedness and Response Project
 
Eugen graduated from the State Agricultural University of Moldova (Veterinary Medicine Faculty).
 
He started his career as a veterinarian assistant at the veterinary clinic “APOLON” from Chisinau (2000-2003). During 2003-2006 he activated for several poultry farms (from Truseni, Floreni, Hirbovat) as a chief veterinarian. From 2006 he activated as a part-time lecturer at the State Agricultural University of Moldova (Veterinary Medicine Faculty).
