Moldova Agricultural Competitiveness Project (MACP)
Assignment Title: Impact assessment study of Enhancing Market Access Potential Component
Reference No. (as per Procurement Plan): MACP/AF2/CS/CQ-4.1
The Project Development Objective is to enhance the competitiveness of the country’s agro-food sector by supporting the modernization of the food safety management system; facilitating market access for farmers; and mainstreaming agro-environmental and sustainable land management practices.
The overall objective of this study is to assess the impact of the overall intervention of Component B in general (group creation, technical assistance and grant financing) and, separately, the impact of the grant financing itself. The Consultant will be expected to come up with a sound methodology (based on the application of quantitative tools), to evaluate the “with and without” scenarios, including based on comparisons with control groups, along a series of impact variables (see below). It will also conduct a qualitative assessment based on beneficiary surveys and/or focus groups
The findings, conclusions and recommendations of the Impact Assessment will serve as grounds for assessing the process of association of agricultural producers in the horticultural sector, analyzing the post-investment outcomes of producer groups and eventually recommend future mechanisms and interventions.
Consolidated Agricultural Projects’ Management Unit (CAPMU) on behalf of Ministry of Agriculture, Regional Development and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications are:
- Prior experience in conducting assessment studies, surveys, national and international research in agribusiness, rural development, financial, economic fields;
- Specific experience in carrying out studies/analysis similar to the tasks described in this ToR;
- Experienced key staff with good organizational, analytical, problem solving, interpersonal and communication skills;
- Staff responsible for data collection both in filed and central authorities should be fluent in local language;
- Staff responsible for report writing should be fluent in English.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, Revised July 2014, (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection Based on Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
