Assignment Title: business development support for producer groups

The Government of the Republic of Moldova together with the World Bank has started at the end of 2012 the implementation of a 5 year agricultural project “Moldova Agriculture Competitiveness Project” (MAC-P). The second additional financing has been ratified by the Parliament of the Republic of Moldova and became effective on December 20, 2016. The Second Additional Financing (AF2) is envisaged to scale up project activities under Component B: Enhancing Market Access Potential, including: (i) technical assistance for supporting emerging productive partnerships; (ii) providing matching investment grants for formally established producer groups; and (iii) assistance to the Ministry of Agriculture and Food Industry (MAFI) in promoting consumption and recognition of Moldovan producers.
The consulting services (“the Services”) would provide business development support that target Producer Groups, aiming to assist them in setting up and further developing joint product processing/post-harvest handling and marketing operation, providing consulting and training services for business idea conceptualization, on-site formation and registration procedures, business planning and development, provision of initial brokerage support for contracts between producers and wholesalers and/or retailers, as well as post-financing specialized expertise.
The Consolidated Agricultural Projects’ Management Unit on behalf of Ministry of Agriculture, Regional Development and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications are:
- Legal status of consulting company or NGO;
- Relevant experience in agricultural extension / rural advisory and rural business development activities;
- Specific experience in conducting business consulting services for agricultural producers in the field of horticulture and livestock (milk and honey processing);
- Experience in developing complex business plans and feasibility studies;
- Experienced personnel in providing tailor made consultancy services addressed to specific groups of targeted project beneficiaries, including but not limited to: Team leader, Business development specialists, Loan intermediation specialists, Business cooperative specialists, Legal advice specialists
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications (clearly indicating the form of their association in EOI).
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection method set out in the Consultant Guidelines.
