Moldova Agricultural Competitiveness Project (MACP)

Assignment Title: International consultant to support to food safety laboratories

Reference No.: MACP/CS/IC-1.8-1

The main objective of ”Moldova Agricultural Competitiveness Project” is to enhance the competitiveness of the country’s agro-food sector by supporting the modernization of the food safety management system, facilitating market access for farmers and mainstreaming agro-environmental and sustainable land management practices.

The main goal of the services is to ensure the effective functioning of the food safety system implemented by the central and the regional veterinary laboratories:

(i) Advice in design and repair of the 2 laboratories (Cahul and Balti);

(ii) Advice in design works for the suitable placement of equipment;

(iii) Advice in developing the list of equipment necessary for the work of laboratories according to the destination specified in the „Strategy for laboratory system development” and development of specifications for procurement of laboratory equipment, consumables (diagnostic kits, reagents) suitable for operation and use in local conditions;

(iv) Consultancy in developing the list of necessary laboratory furniture and drafting specifications for its procurement;

(v) Identification of training needs for laboratory staff training;

(vi) Preparing regional laboratories for accreditation.

The Consolidated Agricultural Projects’ Management Unit on behalf of Ministry of Agriculture, Regional Development and Environment invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant shall meet the following qualification criteria:

  • Relevant university degree or comparable lab technical qualifications allowing to hold a senior position in fitosanitary or a food safety laboratory for at least 5 years during the last 10 years;
  • Expert in fitosanitary and/or food safety;
  • Excellent knowledge of English (knowledge of Romanian or Russian shall be considered an asset)
  • Experience in:
  • Designing fitosanitary and/or food safety veterinary laboratories;
  • Drafting specifications for laboratory equipment to be purchased by donation procedures, preferably loans and grants provided by the World Bank and the EC;
  • Holding trainings for laboratory personnel in an international context, not only in the home country.

The assignment is expected to begin in September 2017 and last until December 31, 2018, with the possibility to be extended at the request of project beneficiaries.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:  Selection  and  Employment  of  Consultants  under IBRD Loans and IDA Credits & Grants by  World  Bank  Borrowers January  2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual consultants selection method set out in the Consultant Guidelines.
