Moldova Agricultural Competitiveness Project (MACP)
Assignment Title: Accounting and financial management support for productive partnerships financed under Moldova Agricultural Competitiveness Project (MAC-P) first and second phase (2014-2019)

The Government of the Republic of Moldova and namely the Ministry of Agriculture, Regional Development and Environment, together with the World Bank started at the end of 2012 the implementation of “Moldova Agriculture Competitiveness Project” (MAC-P).
The consultancy services aim to strengthen the capacity of accountants, administrators and members of productive partnerships and producer groups in understanding the importance of proper financial management and accounting within these associations and further on apply in practice all acquired knowledge (theoretical, practical, coaching and trainings) in their day to day operations.
The Consulting Company will provide a team leader and a team of local accountants and auditors to fulfill the proposed objectives. The Consulting Company is free to set up consortia or outreach additional (local and international) qualified experts for the specific required fields. The consulting company will provide services all over the Republic of Moldova, as project beneficiaries are productive partnerships from rural areas excluding those active in Chisinau and Balti cities.
The Consolidated Agricultural Projects’ Management Unit on behalf of Ministry of Agriculture, Regional Development and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications are:
- Company in the field of accounting, financial management and audit with at least 5 years of practical experience in the Republic of Moldova;
- Experienced personnel in providing accounting, financial management and audit services addressed to business entities in the Republic of Moldova;
- Solid portfolio of financial and audit services provided to agribusinesses;
- Experience in developing, methodologies, reporting templates, etc. related to accounting and financial management;
- Previous practical experience in the field of agriculture and namely business cooperatives and producer groups would be an asset;
- Good writing skills and relevant language abilities, including in English.
- Flexible, proactive and determined team.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection Based on Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
